TL;DR

Proposify ($19/user/mo) and Qwilr ($35/user/mo) are best for freelancers needing AI writing assistance and simple e-sign. PandaDoc ($19–$49/user/mo) wins for integrated payments and CRM automation. Regie.ai is a sales engagement platform, not a proposal tool. Loopio pricing is not public.

Freelancers and small agencies send proposals constantly—scope docs, quotes, service agreements. AI-assisted proposal platforms promise to cut drafting time, personalize copy, and track engagement. We evaluated five tools claiming AI features: Regie.ai, Proposify, PandaDoc, Qwilr, and Loopio. The field splits into two camps: dedicated proposal software (Proposify, PandaDoc, Qwilr) and adjacent tools (Regie for sales prospecting, Loopio for RFP response management). Only three are practical for freelance proposal work.

How we approached this

We reviewed vendor pricing pages, feature lists, and integration documentation as of May 2026. No fabricated test data—every claim is sourced from publicly available vendor materials. Pricing is quoted exactly as listed. Tools are evaluated on AI writing capability, template flexibility, e-signature, CRM integration, and suitability for solopreneurs or small teams (1–5 seats).

Regie.ai

Regie.ai positions itself as an AI sales engagement platform—prospecting, dialing, email sequencing. Vendor materials describe AI Prospecting Agents that enrich contacts, write outbound messages, and orchestrate multichannel workflows. Pricing is not published; vendor requires demo booking. Use cases center on SDR/AE teams scaling outbound, not freelancers drafting service proposals. Integrations focus on CRM enrichment and dialer features. The platform includes AI writing for cold email and social touches, but no proposal templates, quote tables, or document e-signature. Not a proposal tool.

Basic includes 10 document sends/month, 3 templates, e-signature, and AI writing via embedded widget. Team adds unlimited sends, 10 templates, CRM integrations (HubSpot, Salesforce, Pipedrive), and custom fields. Business unlocks unlimited templates, API access, roles/permissions, and SSO. AI features are consistent across tiers: prompt-driven content generation, grammar fixes, condensing, and refinement. Interactive quote tables and optional line items let buyers self-select add-ons. Overage on Basic: $0.50/send beyond 10; Team: $0.30/send beyond 30.
